  He is currently the Commercial Counsellor of the Philippine Trade & Investment Center (PTIC) in the Embassy of the Republic of the Philippines in Beijing. He represents the Department of Trade & Industry (DTI) and leads the promotion of Philippine exports to and foreign investments from China. He also acts as China Team Leader working with PTIC-Shanghai and PTIC-Guangzhou. His previous postings were in Paris, Kuala Lumpur, Chicago and Singapore. He was the Coordinating Officer of the DTI-Foreign Trade Service Corps in September 2011 – May 2012 and in March 2004 – June 2005, coordinating the export and investment promotion activities of 31 PTICs in 23 countries. The PTIC is the frontline of the DTI-FTSC in major export markets and investment source countries. He graduated from the School of Economics, University of the Philippines-Diliman with a degree in B.S. Business Economics in 1982.

  Philippine Ambassador to China

  Jose Santiago L. Sta. Romana assumed his post as the Philippine Ambassador to China in March 2017 and he is also the non-resident Philippine Ambassador to Mongolia and the Democratic People's Republic of Korea. He is considered as one of the leading specialists on contemporary China in the Philippines and is an award-winning broadcast journalist who has lived and worked in China for almost 4 decades. Before his appointment as Ambassador to China by Philippine President Rodrigo Duterte, he was the president of the Philippine Association for Chinese Studies and a professorial lecturer on Chinese politics and foreign policy at the Asian Center, University of the Philippines. He was also active in "track two diplomacy" and participated in several international conferences on the South China Sea issue in Vietnam, Singapore, Indonesia, Malaysia, China, Belgium and Italy. He served as a special consultant to former President Fidel Ramos in August 2016 when Ramos held talks in Hong Kong with senior Chinese officials as President Duterte's special envoy. This historic "ice-breaker" meeting paved the way for the successful state visit of President Duterte to China in October 2016, which brought about a dramatic improvement in Philippines-China relations. As Ambassador, he accompanied President Duterte during his participation at the International Belt and Road Conference in Beijing in May 2017 and the Bo’ao Forum in Hainan in April 2018. He was also a member of the Philippine delegation to the Bilateral Consultation Mechanism on the South China Sea. He completed his college education in Manila, studied Mandarin in Beijing and obtained a Master's degree in International Relations at the Fletcher School of Law and Diplomacy in Massachusetts. Born in 1948, he is married with two sons.

  Ramon M. Lopez is the Secretary of the Department of Trade and Industry (DTI). His extensive government experience with the Presidential Management Staff (PMS), DTI, and the National Economic Development Authority (NEDA) in the early part of his career provided him with a solid background on macroeconomic and industry policy and program development that allowed him to adopt a more holistic trade approach when he moved to the private sector and became a top executive of a major Philippine food and beverage company for over 23 years. He led the entrepreneur advocacy Go Negosyo for 12 years until he was called to serve the country again under President Rodrigo Roa Duterte’s administration as the DTI Secretary. He chairs several institutions under DTI such as the Board of Investments (BOI), the Intellectual Property Office of the Philippines (IPOPHL), the Small Business Corporation (SB Corp.), the Philippine Economic Zone Authority (PEZA), and several councils for MSME Development, Export Development, and Price Coordination. He also chaired the ASEAN Economic Ministers when the Philippines assumed Chairmanship in 2017, and is a founding member of the World Economic Forum-ASEAN Regional Strategy Group and Stewardship Board for International Trade and Investment System. He has received several awards such as: the Honorary Agora in Nation Building Award; the Nation Builders Award for Government Service for his role as prime mover in Micro, Small, and Medium Enterprise (MSME) development; and the Philippine Innovation Man of the Year Award in 2017 for the promotion of social entrepreneurship through innovation. He earned his Bachelor’s Degree in Economics from the University of the Philippines and topped his Master’s Degree in Development Economics at Williams College, Massachusetts.

  Director Perlada leads the Export Marketing Bureau or EMB (formerly the Bureau of Export Trade Promotion or BETP), the focal Export Marketing Agency of Department of Trade and Industry (DTI Philippines), in providing enabling services to the Philippine exporting community through business intelligence and strategic knowledge management supportive of product and market diversification. He is concurrently the Executive Director of the Export Development Council (EDC), the apex Public Private Partnership (PPP) organization for export policy and development in the Philippines. He has more than 20 years of international marketing experience and business development work in the private sector, having held various senior management positions in a number of Filipino and internationally-engaged firms. From 1988 to 1992, he was the DTI’s Trade Representative assigned to the Philippine Consulate General in Kobe, Japan and was instrumental in enhancing trade flows between the Philippines and the Kansai region as well as inward investments from the area of Western Japan. Director Perlada is currently the Program Director of the DTI’s Startup Ecosystem Development Program (SEDP) which aims to create high-growth and high-impact startups that will nurture innovation, sustain economic growth and generate large-scale employment opportunities. He continues to be a part-time lecturer and the Program Director for International Business Minor at the John Gokongwei School of Management of the Ateneo de Manila University.
